The Project:
Purpose of Placement
To assist with the full implementation of the patient database.
Background
This organisation is a non-profit organisation whose aim is “improving the quality of life for the Belizean population through the provision of a comprehensive eye service”. It was established in 1981 by the Caribbean Council for the Blind. With its formation, the availability and quality of eye services for the people of Belize has significantly improved. It is unique in the sense that it offers both comprehensive eye-care services as well as rehabilitation services.
The Organisation strives to:
• Make accessible and comprehensive eye care available to the Belizean people in order to prevent avoidable blindness.
• Rehabilitate persons with incurable blindness so as to enable them to live as independently as possible.
• Give practical help and support to blind and visually impaired persons in order to empower them to access appropriate educational opportunities.
• Educate the public and raise awareness of issues relating to eye health and blindness.
• The organisation is constantly seeking to make its systems and procedures more robust in order to efficiently meet its objectives.
Duties and Responsibilities
- Develop the Secondary Eye Care (SEC) database, reporting and referral system
List entry - Train clinic staff in use of the SEC database
- Introduce the portion for Rehabilitation and train staff. (Not in use as yet and will be used by a different set of staff)
- Develop a rehabilitation reporting system
- Test all portions of the database (including PEC) to solve problems encountered
- Update User Manual
- In consultation with staff design a record management system.
- Train ALL staff in utilization of the record management system to ensure maximum use and ownership.
- Train ALL staff to ensure that their practices support the maintenance of the system.
- Train KEY staff to maintain system.
- Update existing records system to ensure compliance with the protocols and policies developed and agreed on.

You:
Skills and Experience Required
- Experience of setting up or administrating databases.
- The programmer must have a good knowledge of MS Access 2003, MS Visual Basis and VBA
- It would be helpful if their general knowledge of IT includes networking.
- Knowledge of business analysis would be helpful in the database design
- Experience of providing training in use of databases or information management systems
- Experience of giving presentations and facilitating meetings
- Excellent communication skills, both written and verbal
- Strong analysis and reporting skills
- Excellent interpersonal skills
- Personal qualities: Self motivated with ability to work independently
- Professional, flexible, resourceful, adaptable, creative, culturally sensitive
